Under the guidance of the department’s director and deputy director, the Senior Manager, Tourism and Cultural Arts Division has overall responsibility for Baltimore County’s Destination Marketing Organization (DMO), incorporating tourism and cultural arts programs within the Department of Economic and Workforce Development.
This role includes development and implementation of progressive strategies that benefit tourism and the cultural arts as well as management of the division’s staff and finances.
Key responsibilities include enhancing tourism, promotion, destination marketing and branding, increasing cultural place-making, and strategic investments in the arts (e.g. A&E Districts). The manager is responsible for leveraging funding, demonstrating return on investment, and maximizing grants and partner investments.
EXAMPLES OF DUTIES
Leading the DMO’s efforts within the Department of Economic and Workforce Development
Enhancing the County’s investments in tourism, arts, and culture, demonstrating a return on investment, enhancing quality of life measures, and increasing tax revenues
Overseeing all funding sources in the division’s budget, maximizing and leveraging revenue
Creating branding strategies, including utilization of social media and traditional media
Building relationships with tourism attractions, hoteliers, event planners, artists and cultural institutions
Staffing County commissions, maximizing their involvement and commitment
Hiring, supervising, and evaluating staff
Working with department peers to jointly accomplish mission and priorities
Managing projects within the division and working on projects across the department and the county
Presenting to internal and external stakeholders
Maintaining accurate records and complying with all grant and reporting requirements (fiscal and program)
Serving on the Department’s Senior Management Team
Knowledge, Skills and Abilities
Strong fiscal, grant and program management skills
Knowledge of tourism, arts and culture, and promotions industries
Data and results driven, understanding the division’s return on investment and metrics
Strategic thinker, with the ability to work tactically
Demonstrated ability to implement a strategic plan through staff and with volunteers
Social media and marketing expertise
Ability to work up, down, and across the organization and the county
Strong interpersonal, communication, and organizational skills
Experience developing, enhancing, and marketing a local jurisdiction’s brand
Senior level management experience of programs, people, and volunteers
Intermediate level computer skills
Reliable transportation and valid driver’s license required
Graduation from an accredited college or university with a bachelor’s degree or higher in a related field.
A minimum or four years of experience in the management of tourism, promotions, or related field(s) strongly preferred.
